Why the soil comes before the floor plan
Your budget is set before the floor plan, by one question the ground has to answer: can the soil under your lot legally take wastewater? Out past the sewer mains, which is most rural land in Tennessee, that answer runs through a septic system, and a septic system runs through the state reading your soil first.
First, check for public sewer. If an accessible public sewer line is available, Tennessee may not even let you choose septic; the rules can require you to connect. A tap has its own fees and easements, so it isn't automatically cheaper, but it's the first thing to rule in or out. If there's no accessible sewer, this guide is for you.
The dirt holds both the win and the loss. Soil that's suitable for a conventional system gets you the simplest path. Limited soil, shallow rock, wetness, or steep ground pushes you toward an engineered one that can cost several times more, or in the worst case, a lot that won't hold the house you drew. Finding that out before you pay for plans is the whole point of clearing this gate first. You don't start with a shovel. You start by asking the ground.

Who does what
- TDEC is the Tennessee Department of Environment and Conservation. Its Division of Water Resources runs septic permitting statewide.
- The Environmental Scientist is the TDEC field person who evaluates your site, reads the soil, and tells you what the lot can support or what else is needed. TDEC's Division of Water Resources, or your contract county, issues the permit.
- A TDEC-approved soil consultant is a private soil professional that TDEC approves to make soil maps for septic permitting. You hire one when a detailed soil map is needed, which is common on wooded or difficult ground. As of July 1, 2025, Tennessee moved this oversight fully to TDEC; the old consultant's stamp is retired in favor of a signature block. Find one on TDEC's public approved-consultant list. Do not call the University of Tennessee soil lab for this; it specifically does not do septic perc tests or soil maps.
- A TDEC-permitted installer usually puts the system in the ground. Tennessee's installer-permit rule has an exception for a property owner or tenant doing their own work on their own residential property, but that exception does not remove the requirement for a construction permit, inspection, and approval. Contract counties may require an additional local permit. And don't assume the exception covers everything: alternative and advanced treatment systems carry stricter rules, often a manufacturer-certified installer, a maintenance contract, and a deed restriction, so those usually can't be a do-it-yourself job.
- A licensed engineer comes in when your lot needs an alternative or unusually large system, to design and stamp it.
Tennessee terms you'll hear
- TDEC-approved soil consultant: the private mapper, approved and overseen by TDEC.
- Soil map intensity: general, high-intensity, and extra-high-intensity. Extra-high-intensity is the most detailed, and Tennessee requires it for alternative systems.
- TDEC field office / contract county: the state runs most counties through its field offices, but nine counties run their own septic programs.
- Construction permit and Certificate of Completion: the permit to build the system, and the sign-off after it passes final inspection.
The sequence that actually matters
The soil and site evaluation is the hinge. Everything else is built on what the ground says.
- Find out who handles your county, then apply. Most of Tennessee applies through TDEC's Septic Service Request portal. Nine contract counties run their own septic programs through county environmental health: Blount, Davidson, Hamilton, Jefferson, Knox, Madison, Sevier, Shelby, and Williamson. If you're in one of those, start with the county, not the state portal, and expect they can charge their own fees and enforce stricter local rules than the state baseline.
- Prep the site so the read can actually happen. Stake, mow, clear access. The clock on your application doesn't really start until the Environmental Scientist can do the evaluation. Details below, because this is where the avoidable delays live.
- The evaluation. The Environmental Scientist reads the site and soil. On straightforward ground, a conventional system can be approved from that visit. On wooded, steep, rocky, wet, or marginal lots, or anywhere an alternative system looks likely, they'll require a detailed soil map from a TDEC-approved consultant. Many owners on hard ground hire that consultant early so the map is ready when it's asked for. That's a smart move, not a separate official lane.
- Permit and design. Conventional systems are sized from the soil and the house. Alternative or large systems need a licensed engineer's design and an extra-high-intensity soil map.
- Install with a TDEC-permitted installer.
- Final inspection before the system is covered, then a Certificate of Completion.
In unsewered areas, the county building-permit office generally won't move until you can show septic approval, a sewer tap receipt, or documentation of an existing system. Either way, do not start dirt work or the building pad before the septic path is cleared.
What the application asks for
You'll give the basics of who and what: landowner, the lot's location and size, how many people, the number of bedrooms, expected water use, and whether there's a basement with plumbing. Bedrooms matter more than they sound: Tennessee sizes the system on design flow, and bedrooms are the practical trigger, so the permit's bedroom count can cap what you build, advertise, or later add.
You'll also attach a sketch showing property lines, the planned house, any well or spring, and the driveway and utility runs. That sketch is not decoration. Wells, water lines, the driveway, and a future pool or garage can all collide with the tank, the field, and the reserve area. If the soil is difficult, expect to be asked for a soil map from a TDEC-approved consultant, and for an engineer's design if the system has to be an alternative one.
Prep your site, or expect another visit
This is the most useful page in the guide, because it's the part people skip. Your application isn't complete until the Environmental Scientist can actually evaluate the site, and the clock runs on completeness, not on the day you hit submit. Before they come:
- Stake it. Mark your property corners; on long lines, drop intermediate stakes no more than 200 feet apart. Stake the four corners of the house pad and everything attached: porches, decks, garages, patios, a pool. They evaluate around what you stake, and they're not only hunting for good dirt, they're checking setbacks, the required distances from property lines, wells, and water lines. If you have any idea where the drainfield and its reserve area will go, flag that too.
- Mow it, and open a path to the dirt. Bush-hog or mow the house site and the soil-evaluation area, and clear the brush out of the exact spots where the holes get dug. If it's thick with greenbrier, the scientist can't read soil they can't reach, so open it up. Do not cut, fill, grade, or run heavy equipment across the proposed field; disturbed or compacted soil can void a map.
- Make it findable. Clear access from the road and mark the spot, so they're not calling you from a ditch.
- Bring the paper. Any prior soil maps, surveys, or site plans, ready to hand over.
Do this and the visit moves. Skip it and you're likely booking a second one.
The fork in the road: what the soil decides
This is the part that moves your budget by tens of thousands of dollars.
- Suitable soil, conventional system. A gravity system: a tank, a drain field, wastewater moving downhill, soil microbes doing the treatment. Simple, low maintenance, no electricity, and usually the cheapest path. The one everyone hopes for.
- Limited soil or a difficult site, alternative or engineered system. When the ground won't take a conventional system, Tennessee allows alternatives: low-pressure pipe, mound systems, oxidation lagoons, advanced (aerobic) treatment with subsurface drip disposal, sand filters, and other approved designs. Each is engineered for your specific site, each needs an extra-high-intensity soil map, and each costs meaningfully more, sometimes several times more. Some, advanced aerobic treatment especially, also come with ongoing strings: a maintenance contract, monitoring, alarms, an approved maintenance provider, even a deed restriction. Price the lifetime, not just the install. The rules are statewide, but the review runs through your field office or contract county, so a designer who knows that office is worth the fee.
- No feasible system. Sometimes the answer is that this lot can't carry the house you wanted where you wanted it. Better to learn that now than after the plans are paid for.
One rule that catches people: whatever system you get, Tennessee expects room for both a primary field and a reserve (replacement) field, usually similar in size, kept undisturbed for the day the first one fails. Park a bulldozer, a driveway, or a garage on the reserve area and you can lose the use of it. Plan the house, drive, pool, and outbuildings around the septic land, not on top of it.
Planning rule: until the ground says otherwise, budget for the pricier system. Hope conventional, plan engineered, and you're never the one blindsided by the number.
Numbers and timing
- Private soil consultant and perc work: commonly starts in the low thousands and climbs on wooded, steep, or extra-high-intensity sites. This is a private-market cost. Get written quotes and ask what map intensity is included.
- State permit fees: separate from consultant and engineer costs. TDEC currently lists a new conventional system at $400 up to 1,000 gallons per day, plus a $100 construction inspection, and a new alternative system at $500 up to 1,000 gpd, plus a $200 inspection. Larger flows add more per 1,000 gpd, and a repair has no permit fee but still draws an inspection. Confirm current fees on TDEC's construction-permit page.
- Conventional vs. engineered system: one number versus several times that, before the lifetime maintenance on the engineered ones. Online ranges are a gut check; get site-specific quotes.
- Timeline: up to 45 days from a complete application, and complete depends on your prep. TDEC-approved consultants in busy areas can book weeks to months out, so get on a calendar early.
Where it goes sideways
- Treating the application as paperwork instead of a site visit, so the clock never really starts.
- Staking only the house and forgetting the reserve field, then having nowhere to put it.
- Assuming land "percs" because it looks fine. Looks lie. Only the approved soil evaluation counts.
- Forgetting that wooded, sloped, shallow-to-rock, or wet lots are exactly the ones that need the expensive systems.
- Assuming an existing permit or system still fits. More bedrooms, a moved house, a pool, or new utility runs can trigger a modification or a fresh evaluation.
- Buying raw land with no contingency on the soil result. If you can, make the evaluation a condition before the money is final.
- Calling one consultant and waiting on them. If your timeline matters, get availability and quotes from more than one before you commit.
Where to start
- Confirm jurisdiction first. Call your TDEC environmental field office, or the county environmental health office if you're in a contract county, to find out who covers you and which process to use.
- Apply through TDEC's Septic Service Request portal, or your contract county.
- Find a soil consultant on TDEC's public approved-consultant list. Again, not the University of Tennessee soil lab, which doesn't do this work.
- Checking an existing system? TDEC keeps a public records search for past septic permits.
The caveat
Tennessee runs septic rules statewide, but field offices and contract counties differ in process, fees, workload, and how they want permit packages presented. Treat this as the statewide shape of it, then confirm the specifics with the office that covers your land. This is a builder's plain-language guide, not legal or engineering advice.
